Marshall Pimentel will oversee Avondale’s intergovernmental affairs program.
As the intergovernmental affairs administrator, Pimentel will oversee Avondale’s state and federal legislative agenda, making recommendations to staff and council and advocating on behalf of the city regarding key priorities.
He will also represent the city at regional agencies such as the Maricopa Association of Governments, the League of Arizona Cities and Towns, and WESTMARC, as well as advise and assist the mayor and City Council members, who serve on various regional committees.
Pimentel joined the city of Avondale in September 2019 as a management analyst in the city manager’s office, where he worked on a variety of key initiatives for Avondale’s executive leadership, serving as a liaison between management and the various city departments. He was instrumental in helping the city implement a new citizen response management system, AviWise, as well as coordinating the efforts of a citywide innovation team.
Prior to joining Avondale, Pimentel worked for the Arizona Governor’s Office of Strategic Planning and Budgeting, where he was a budget analyst. He also worked for the city of Peoria, the Alliance for Innovation and both chambers of the state legislature.

“He has demonstrated a keen understanding of the legislative process. He also knows each and every city department well, having worked as a liaison in the city manager’s office. He will work hard to represent the city’s interests at the regional, state and federal levels.”
Pimentel earned a master’s degree in public administration from ASU, where he was a Marvin Andrews Fellow in urban management. He also earned his bachelor’s degree in political science at ASU.
